Net traffic control tools?

I'm running a cafe with 10 computers, my isp provides only 8GB download/upload limit, which is not enough.


I want to know whether there is any software that can control the net traffic, with password protection or adminsitrative privilliges so that I can prevent unnecessary downloads by users.Net traffic control tools?

1.How would you like to slow down downloads to crawl instead


Let say you put a limit at 20mbs full speed then slow them down to 56kbs after they reach that limit


2. How would you like to limit speed by port range and or IP range
