It is called the Accordian Control. It is an AJAX toolkit control.

Could construct one in vb.net by using some pictures adjacent to some regular buttons.
use onclick to change the shading of the control and turn off shading in unselected controls + whatever actions you need. such as flipping through panels on the panel control.
